FY2024 audited actuals, not a current-year budget. This is an FY2024 audited-actuals dashboard: as of October 2026 the newest ACFR on the county’s Audits page is FY2024; it is not a current-year budget dashboard.
FY2023 figures were restated. FY2023 comparative figures were restated in the FY2024 ACFR (Note 18 — Change in Reporting Entity and Correction of Error): governmental construction in progress had been understated by $12,152,560 for FY2023 and the Grants Fund became a major fund in FY2024.
One MD&A figure is mislabeled in the ACFR itself. The ACFR’s MD&A narrative mislabels one figure: the ~$19.9 million expense increase it attributes to Health and Welfare is actually Housing and Development (+$19,957,601); Health and welfare spending fell $784,460. This page follows the audited tables.
Why the General Fund balance fell. The General Fund balance fell $19,810,222 in FY2024, driven largely by the millage-rate cut (17.901 → 10.723 mills) after adoption of the OLOST sales tax and $44,827,624 of transfers out.
Two property-tax figures, two bases. Fund-statement property taxes (General Fund $70,115,780; total governmental $73,884,493) are on the modified accrual basis and differ from the government-wide accrual figure ($73,254,397) — different bases of accounting, not an error.
The FY2025 budget document is a draft. The FY2025 budget ordinance PDF posted on the county site is stamped “DRAFT” on every page; no figure from it is used on this page.
